Saltwater gaff top sail catfish as bait

Clarification please:

I do not see saltwater gafftopsail catfish listed as a gamefish/sport fish

Thus, I presume they are fair/legal to use as bait.

Any size restrictions—I looked in the annual and didn’t see any?

You can use non-gamefish as bait and I do not see Gafftopsail catfish listed as gamefish. The minimum length limit is 14”. You could have an issue with possessing part of a Gafftopsail as bait if a warden cannot determine if the fish is of legal size.
