I skip a lot of docks. Didn't like it at first and have gotten better at it over the past 2 years. No matter what you buy, you can backlash it. The single most important thing to get better is practice, practice, practice.
That being said...
Rod - Doesn't matter too much as far as brand. You don't want something too long as it will feel like you are binding up as you tend to cast sign arm with the rod tip near the water. Usually, taller people can get away with a taller rod. You will find that the weight of the lure will change what rod power. With a lighter bait, it's hard to use a medium heavy or heavy power rod.
Reel - You will hear a few options on this. One being a Shimano SLX/Curado DC. The second is the Diawa Tatula SV TW. I have better luck with the Diawa as the spool being light tends to prevent backlashes more than the DC system. The DC system is awesome and the curado DC can bomb a bait like no other. I have learned to skip with both reals but again, it's practice, practice, practice. Then when you get tired, practice some more because thats when your form really gets bad.
I covered casting. Skipping with a spinning is easy...anyone can do it.

6’10” to 7’0” rod. Appropriate for the bait. A Steez CT SV reel with the brakes on around 17-18. Let er rip!
My favorite dock setup is my 6’10” Falcon “shaky head “ spinning rod with my Daiwa Certate 2500. I use it for 1/16oz flick/shake wacky rigs. I like it so much, I have two identical setups for the same thing….in case I break one off and need to send in another worm fast!

Favorite thing to skip with is a medium spinning rod bc when you screw up its not a big deal.

X2 with weedless tube jig. Easy to skip and can get way back under them. Also catches lots of fish.

Once you master the angle and release point you can do it with your eyes closed. Practice, practice, practice!

To start out this is well said, spinning rod setup with a good reel can really shine over a bait cast setup. The lure makes a big difference, some lures skip easily as others are "professional overcast" guarantees.

You will have to choose the rod that works best for you but the best baitcaster for the job is the Daiwa SV TW. either the Zillion or the Tatula. Way better than all the rest at anti backlash. I sold my Shimano DC because the SV TW was the better choice for skipping.

With the proper rod/reel set up what’s the preferred line , most docks have debris under them along with some sort structure .
